Extremely Rare Joseph Whipple official document from 1813. James B Lowd of Portsmouth NH Received an injury or disability to his leg and this document attests to his injury and that he is a seamen from the united states. Joseph Whipple 1738-1816 was a Portsmouth merchant and son of William and Mary Whipple. Served as a colonel in NH Militia After Revolution. Was a member of NH General Court 1776-78, 1782-83 and 1785. from 1786 to 1789 he was collector of customs at Portsmouth NH and in august 1789 George Washington appointed him to the same post under the New Government. condition as you see has an early fix on the back. has tears and water damage. the eagle prominently showing at top and in the wax seal as well
